In the set I bought (front and rear light together) there was a helmet mount included for the front light.

Absolutely. There is a charger cable with a wall plug, and a separate usb cable too.

Yes - the box set comes with a wall-plug charger and cable, and a USB cable to charge from a computer. Both lights are charged by the same cables.
Note unless you can do a wall charge and a USB (computer) charge simultaneously, you can only charge one light at a time, although they are quick (about 3 hours) to recharge.
I really recommend these lights.

I've never tried to fit it to the handlebars but they certainly are fat so I'm not surprised :( best of luck with that. I attach it to my helmet, then I can point it at what I want to see/to see me. Hope that helps.
