Yes cleats are included but depending on what brand shoe you are wearing you may need to purchase different screws to fix the cleats in place. I wear sidi and purchased the long screws in addition.

Yes, SM-SH11 (floating) cleats included
SM-SH10 (fixed) cleats as option. Cleat mounting plates and bolts are also included, they're a nicer no-rust bolt and plate with the Ultegra's.
