This chainset uses the Hollowtech II external cup system so you can use any Shimano Hollowtech II bottom bracket.

I would not recommend using this chainset with a 7 speed cassette and chain. The chain is wider than 9 speed chains and will create noise as well as possible premature wear.

I would advise against this as the front mech would need to be replaced also.

Question
Is this compatible with tiagra BB and triple derailleur?
I am basically replacing the tiagra triple crankset on my bike and have the correct BB and deraileur for that and was hoping I wouldn't have to change them as well.

This chainset comes supplied with the Hollowtech II external cup bottom bracket so could be used in place of your current Tiagra unit. Regarding the front derailleur I would tend to suggest using a specific MTB front derailleur but it may well be the case that you could make the Tiagra mech work fine with some adjustments.
