For road tyres, can they be fully inflated again after the sealant fills a hole, and to what presure?

You should be able to reinflate your tyres to whatever your normal operating pressure is. I've had cuts repaired by Caffe Latex and subsequently inflated to 120psi without issue. There's no maximum listed.

Yes, they can I run them slightly lower imediately after a flat ~90-100psi but once fully sealed I have banged 150psi in to a tubular no problem

Yes you can fully inflate the tyre again after the hole is sealed. Usually people don't fully inflate the tyre though as they have only a hand pump or CO2 canister but you can if you have the means to do so.
