yes but depending on the brake you may need a new cable with the appropriate end on it.

Most handlebars that are not drops tend to be 22.2mm so that means only levers for this type of handlebars are the same size. The simple is answer is to use brake levers that slot into the handlebar as per bar plugs. These brake levers should come with spacers to adjust the fit. Also you will need open ended grips so would use Grab On Touring foam as it will fit the oversize bars though will need cut to size. Try a scrap grip to see if the ends are 22.2mm or larger.

Will Dia-Compe Tech 99 Gold Finger Brake Levers fit onto 26mm bullhorn bar?

Product description says Dia-Compe Tech 99 Gold Finger Brake Levers will fit on 22.2mm (with shims) and 25.4mm handle bars. Will it still fit onto 26mm handle bar?

The clamps are designed for bars up to 25.4 but you may be able to fit them to a 26mm, this however is not guaranteed.
