A Campag 10sp Casette Lockring-tool is best but I have a ground-out old Shimano Multi-spline Cluster removal tool that does it because it now fits over the BB-axle.

If the frame is English-threaded - Yes! I have it on a "Soma Rush" fixie. You can adjust chainline, too, by moving both cups L or R. See other Q's for fitment etc

Yes. You need to work out if this BB will give you a good chainline though. They're designed to work with Miche track cranks.

Have used Miche Primato JIS square taper with IRD track cranks, Stronglight 93 road cranks, Shimano 105, vintage Ofmega. No problems except the Ofmega needed to be screwed down pretty hard.

could I use this bottom braket in my Peugeot PH10L?
Since is a french bike I don't know if use a english or italian one and their specification?

also about the Miche crank could you recommend a good ration. Im riding now a 52x 17 with 170mm. Its good but is hard to brake with the back wheel.( like old style bike.)

If it's english the BB internal diameter should be 68mm, Italian is more like 72mm. Having said that, maybe you should ask a bike store/mechanic.

52/17 is a pretty hard work. For the last few years I've been riding 48/18 with 165mm arms and it's perfect for commuting brakeless...

I did a little digging around online and found that the frame should be BSA (standard British thread) bottom bracket. So the bottom bracket should thread into the frame without any issues, this is of course assuming that the information I found is correct, if in doubt check with your local bike shop for confirmation. Maybe a 50x16t or 48x16t would be better for you.
