yes, it comes with a clamp which grips the seatpost on my bike very well, it has never drifted out of position in 9 months or so.

Yes they fit onto the seatpost. They are supplied with shims to fit most common seatpost sizes.

Use the road version, much better for road bikes and the guards hug the tyre. Very little spray and you still get the road bike look without the large mudguards

It is designed for mounting bikes and may look a little wide for your road bike but here is no reason why it will not fit your bike.
