No. The bearings are preinstalled on the Ultra Torque crankset.

Ultra Torque Bottom Bracket cups
The washer spacer you mentioned I guess is the Wave Washer which is in the left cup and the wire lock is with the right cup.
I would recommend that you use a good torque wrench and follow the compagnolo installation instructions.
Tighten to 35 Nm if you are not using the Locktite 222.

Yes, as long as they are ultra torque cranks. Just installed them with my 10-speed Record UT cranks and they fit and work perfectly.

Do i get the English BB Cups or the Italian (Italian Bike Italian thread???)

2 ways - english thread is one direction, itailian os the opposite - but you'll have to google to find which way sorry.

the other way is to measure the bracket width - english are 68mm, Italian are 70mm.

I found a single website which listed the 2008 F3-13 as using a 36 mm x 24 tpi thread Italian bottom bracket. I can't confirm if the site is correct but this is the only information I could find at this time.

With the "Italian" option, both drive and non-drive sides are a right hand thread - tightens clockwise and removes counter-clockwise
