Will this definitely fit a 28.6mm seat tube?
The last one I bought in a groupset only came with a 31.8 shim in a 34.9mm clamp and I cannot clamp it onto my 28.6 seat tube

Clamp size is 34.9mm but does come supplied with shim for a 28.6mm seat tube.
