I fitted them fine on a 27 inch fork using 700c wheels, there is about 2-3mm space to put the pads even lower. Unless your bike had enormous clearance with the old 27" wheels, they should fit.

Yes, so long as your 27" fork isn't a fintage style. Can you fit more than one finger between the top of the tyre and the crown of the fork? If you can, then don't buy these. You need something "deep Drop" So check out my product suggestion below.
I purchased a front set to mount to my 27" forks and the mounting bolt is too short. Is the allen key nut supposed to recess into the forks to mount the brakes? If so the nut is too large in diameter for my fork bolt hole.

This uses the now-standard "recessed" nut. This means that as you suspected, the allen nut goes inside the fork.
Any competent bike shop can drill the rear of your fork for a small price in order to accommodate the recessed nut.

It sounds like you require a Deeper Sunken Nut. These are longer to compensate for deeper forks and allow mounting of a front brake. We stock them seperately here: http://www.wiggle.co.uk/p/cycle/7/S...

Yes the calipers are the same, its only the bolt length and the direction of the brake pads that make the difference.
