I ordered a tool kit, and have just opened it. It contains all the items in the picture, including the cone spanners. It isn't a bad tool set. Not quite Park Tool but for the price, not bad

No, but it's not as simple as that - you wouldn't buy a car jack & expect a Haynes manual with it. You need a book on bike maintenance.

Why you can't send this tool kit to Japan?
In the last year, some Japanese said that they could buy LifeLine Professional Tool kit from Wiggel, but now we can't.
We don't know the detail of Japanese control, but I think it may be misunderstand because we can buy a other similar tool kit from overseas country.
And I want to buy this tool kit. (And many Japanese Cyclists are thinking same things. )
