I think the gels are meant to be used every 30-45 minutes, depending on the intensity of exercise.

In the scientific world of sports medicine caffeine is really only useful in short distance\time events or exercise. Smart 1 Gels contain about 2-cups of coffee-worth of caffeine, 22 mg of carbohydrate and nil sodium. Long distance athletes are recommended to use gels\powders\drinks etc. with added sodium rather than caffeine.

You can take them whenever you need them as long as you don't exceed the maximum amount per day. I would recommend every 30-45 mins of exercise, this seems to be the recommended consuption for most gels or jelly sweets.
