Is this Surly steamroller frame black matte or gloss? And does the decal come already on the frame?

I bought a black Steamroller and the frame is glossy. It seems that you can remove the decals. They are not lacquered over.

No not easily,
they are under a clearcoat
I know it looks like it has a few too many decals looking at the bare frame .
But Don't worry, after you build the bike they look perfectly ok

A 56cm frame would probably be the best size. If you also forward your inside leg measurement to sales@wiggle.co.uk we should be able to give you more accurate advice.

Could this frame accept 27 inch wheels?
Could I fit 27 inch wheels onto this frame with say 28mm tyres? Or are the clearances a bit too tight to fit this?

I would recommend 700c tyres but 27" tyres tend to be a little larger and I can't guarantee that they will fit correctly.
