Yes it can ,but it is a bit of a wast. All you need to do is adjust the H and L screws to fit.

As long as you are using an 8spd chain with this there should not be any problems.

If your jockey wheels are only mm's appart it is a short cage.

Yes the Dura Ace shifter and XTR rear derailleur should be fine to use together.
