Hi
they will fit all sizes as they have a multi adjustable over centre locking mechanism with tie wrap type adjustment on the wide strap.

Yes. The front mount is pretty versatile, you can tighten or loosen it at one end by moving the strap through the strap release tab (like a cable tie), and the other end can be tightened or loosened by rotating the cam lever through 360 degrees, or by actually engaging the cam lever.

Should do as they have fitted well on wing aero bars which exceedes circumference of 31.8mm dia bars

YES
there is a very good quick release bracket, which you can adjust without having to use rubber spacers. I have used it on 31.8mm and standard 28mm

I'd be happy using these lights in a quiet village with no street lights. I'd draw the line taking these off road though. The rear light is the daddy here and I'd happily use the rear light in the thick of commuter traffic.

I use them on trails where there is no street lighting, just ambient light from the moon. One pair does fine! You won't have the brightest output but it will let you get by with a decent amount of viewable distance :D

Even on solid, I don't think I'd like to use them in total darkness. Maybe two front torches may do it.

Is there any left / right adjustment of the front light as you ride?
I like to be able to blind oncoming traffic if they don't dip their headlights... and also I sometimes like to light the white line along the side of the road

no movement and it is bright, but angled slightly down should do the trick! at least the cars are seeing you that way too

Cateye do a 1500 candlepower light [fit two, one each side of the stem] and the other choice is go Knog daft as you can put as many as you dare on the handlebars, stem and forks. This should melt them into to submission! Do not forget the rear either!

No, there's no left/right adjustment. Although there is a few degrees of slack in the mount. (i.e you can give it a wobble!)
p.s. If planning to ride unlit roads, you'll need a much brighter front lamp. Use mine as secondary lamp, in flashing mode. Rear lamp is more than enough!
I've just got one of these cateye el610 front lights, MUCH brighter...

it has a small clip on the rear that would fit on a small strap, alternatively a tie wrap would do the trick and hold it on ok

Not exactly sure how you would clamp it to your helmet, but theoretically it sounds possible.
