Yes. The panniers need adjusting so that they are as far back as possible.

Yeh, just slot straight in. Takes some setting up on the pannier brackets to nice tight fit, so no movement in wind & travel, but only 5 mins work.
Once got your clip brackets in right position, don't have to alter them again. But sit on the bike & pedal first because u want to go as far forward with the panniers as possible for weight distibution, otherwise your bike wants to always do a wheelie, but if u take 'em too far forward, u can bang your heels on the bags when pedalling.

Can this fit my Boardman Hybrid Team with disc brakes and 700C wheels?

Yeh, I've got the same bike. I had to grind about 5 mm off the corner of the rack where the bolts are, because it's a common thing with the boardman's, that the rack bangs the bottom quick release wheel bolt (won't go down far enough), so rack bolt won't line up with bike.
But as long as u have cheap grinder, don't let that put u off, it is just 5 mins, just takes some guts to grind your brand new rack.

will this fit a Boardman MTB Hardtail Pro? The bike has no eye sockets

With a hardtail no problems fitting this rack or any other.
Just check you have bosses at the top of your seat-stays, and eyelets at the bottom end above your dropouts (where you may fit mudguards). If you have no bosses, use a seatclamp with rack-mount or P-clamps, which can also be used at bottom of seat-stays for fitting the rack. If you need some extra adjustments you can use a rack extension kit which Wiggle sell!

No this will not fit, you need the frame to have eyelets to mount this rack. You may need to use a Beam rack as linked below.

Question
It says it will fit all topeak paniers. How about 2 altura arran 16 panniers?
My thought is it proberbly will because they are pretty standard but I wanted to see if anyone had tried it out and weather they were a good fit or if they had any problems before buying.

The track on the top of the rack is designed to fit Topeaks trunk bags, these are different to panniers and sit on top of the rack, not on the sides. The rack itself uses a tubular construction which enables you to hang panniers off the sides, the Rixen and Kraul fittings found on Altura's Arran panniers should hang off this rack fine though.

Question
is this the Tourist rack or the explorer?
The description says it´s the Tourist DX model, but the picture shows a explorer model. Even the topeak site seems to confuse things (http://www.topeak.com/products/Racks/SuperTouristDXTubularRack_disc). As the rack of the "rack picture" is not the same as the one on the "mounted rack picture".
