They are for protecting the cleat only whilst walking. They cannot be used when cycling.

Take them off prior to your ride, put them on when you're finished, helps protect the cleats which can be easily damaged, and makes your shoes easier to walk in

They are cleat covers!
They cover the cleat...
In order to attach to the pedal, the cleat must be exposed. However walking on the cleats will damage them.
The cleat covers should be carried in a jersey pocket, and attached to the cleats whenever you come off the bike.

You must remove the cleat covers when cycling - otherwise they won't click into the pedal . You put them on when walking on hard surfaces to protect against unnecessary wear. They come on and off in seconds, so don't worry. I use a small saddle-bag to hold them while cycling. Depending on how much you walk (and cycle), they will extend the lifetime of your cleats with a factor 2-5!

It is posssible to cycle short distances with them on (i.e. office to train station) to avoid repeatedly putting them on and taking them off, but they are only intended to protect cleat when off bike and not whilst cycling and need to be taken off whilst riding as you can't lock cleat into pedal with them on
