You should be able to, it is less about the rim, more about the space on your frame/round the brakes. I would expect you can, just try it with an older 25 tyre and see how you go.

usually yes. The only restriction when you choose a bigger tyre, is the width of your fork where the tyre goes. But switching from 23 to 25 mm is not a problem.

I don't exactly know the rims but I have used 700 x 23, 700 x 25 and 700 x 28 on my Mavic Open Pro rims.
