Nope, no bolts included, think they normally come screwed into the bike and you use those as I guess every bike might have slighly different bolts.

No problem so far, but it is probably just be a matter of time (before the plastic coating wears off). The cage is aluminium, and if the bare metal gets exposed (where the cage rubs against the bottle and the plastc coating wears off), it will oxidise, and this is probably the source of the "black 'greasy' marks" your mention. If you don't want these marks, you'll have to go for carbon or titanium which costs a lot more. I would rather put up with the black marks.
