Just hook them over the top bar of your rack. There's another strap you can clip underneath for extra security, but this is really awkward to fasten and undo. The hooks feel secure enough, and make them easily detachable.

I put the lower hook on the bottom of my pannier rack, and then attach the upper hooks to the top. You can increase the tension of the lower hook by adjusting its elasticated cord.
